What is the Operating Permit Fee? How long is the permit valid? |

The operating permit fee is $20. The operating permit is valid for a period of 6 years from
the septic tank pumping date or the repair date (if repairs were needed).

Who performs the Observation required for the Operating Permit? |

The Observation Form is completed and submitted by the certified Liquid Waste Pumper the property
owner chooses. However, a property owner can request that Pennington County Personnel be present
during the observation at no additional cost.

How does an owner of an on-site wastewater treatment system obtain an
Operating Permit? |
| |
|
Residents in Pennington County, that are not exempt as defined in the On-site Wastewater Treatment Systems Ordinance – Section 400, will be notified by mail at least 60 days prior to the permit expiration date. If a resident owns a property containing an on-site wastewater treatment system that has never had an Operating permit issued, the property owner will be notified by mail approximately 60 days before the permit due date.
The owner of an on-site wastewater treatment system must then contact a certified Liquid Waste Pumper, of their choice, to schedule an appointment to have their septic tank pumped. The Liquid Waste Pumper will fill out a short observation form. The form will then be mailed to Pennington County for review. If the system is not malfunctioning or failing as defined in the On-site Wastewater Treatment Systems Ordinance, the $20 permit fee will be requested. Once payment for the Operating Permit is received, an Operating Permit will be issued. If the system is malfunctioning or failing, Pennington County will notify the resident and discuss the repairs needed for the system to be brought into compliance. Once the repairs are complete and the permit fee paid, an Operating Permit will be issued

What on-site wastewater treatment systems are exempt from obtaining an
Operating Permit? |

|
On-site wastewater treatment systems located on lands not less than 40 acres and that are zoned general agriculture, limited agriculture, low-density residential or suburban residential are exempt from obtaining an Operating Permit. (Please see Section 400 of the On-site Wastewater Treatment Systems Ordinance.)
