- Hiene H. Junge, Highway Superintendent
Hiene has an extensive background in the construction industry. His experience with
Road and Bridge Construction began in 1968. Hiene was a County Highway Superintendent
in eastern South Dakota for thirteen years and accepted the position as Highway Superintendent
for Pennington County in 1995.

- William Welk, PE, Civil Engineer
Bill worked for 32 years as a Municipal Project Engineer, including 11 years as Vermillion City
Engineer. He also spent 1 year with a consulting firm in Rapid City before joining the Pennington
County Highway Department in 2010. Bill is experienced in road and drainage projects and oversees
similar projects for Pennington County.

- Wesley Tschetter, PE/LSIT, Civil Engineer
Wes is an SDSM&T graduate who has worked for consulting firms in the Rapid City area since 2001.
He joined the Pennington County Highway Department in 2011. Wes is experienced in commercial and
residential land development including: site, grading, erosion control, roadway, sanitary sewer,
storm sewer, and water main design. He is also an experienced survey crew chief and will be
reviewing development plans.
