- Hiene H. Junge, Highway Superintendent
Hiene has an extensive background in the construction industry. His experience with
Road and Bridge Construction began in 1968. Hiene was a County Highway Superintendent
in eastern South Dakota for thirteen years and accepted the position as Highway Superintendent
for Pennington County in 1995.

- William Welk, PE, Civil Engineer
Bill worked for 32 years as a Municipal Project Engineer, including 11 years as Vermillion City
Engineer. He also spent 1 year with a consulting firm in Rapid City before joining the Pennington
County Highway Department in 2010. Bill is experienced in road and drainage projects and oversees
similar projects for Pennington County. Bill also reviews development plans.

- Lori Litzen, Civil Engineer
Lori is from Platte, SD, and is a 1981 graduate of the SD School of Mines & Technology (SDSM&T).
She worked for Shell Oil Company in Houston, TX for 15 years as a Production Engineer, Natural Gas
Marketer, and Environmental Engineer. She has worked for SDSM&T (Industrial Assistance), SD DOT
(Road Design), and KL Energy Corporation (EH&S Engineer), since returning to Rapid City in 1996.
