Originally named Civil Defense, the Rapid City-Pennington County Emergency Management office was created in 1962.  In 1992, due to the changing role of the office and it's involvement in all-hazards and not just nuclear, the office was renamed Emergency Management to better reflect it's roles and responsibilities.

The Emergency Management Office exists for two purposes:
  • To maximize the survival of the citizens of Rapid City, Box Elder, New Underwood, Wall, Hill City, Keystone, and Pennington County and the preservation of their property in the event a disaster should occur in this area.  The disaster may be natural, such as a flood, tornado, or earthquake; or technological, such as a hazardous materials spill, fire, explosion, dam failure, or nuclear attack
  • To define the emergency/disaster responsibilities of county and city government
