PENNINGTON COUNTY BOARD OF COMMISSIONERS MINUTES December 18, 2007 A meeting of the Pennington County Board of Commissioners was held on Tuesday, December 18, 2007, in the Commissioners' meeting room of the Pennington County Courthouse. Chairman Jim Kjerstad called the meeting to order at 9:00 a.m. with the following Commissioners present: Gale Holbrook, Ethan Schmidt, Nancy Trautman and Brenda Young. REVIEW AND APPROVE AGENDA MOVED by Holbrook and seconded by Young to approve the agenda with the following additions: add ITEMS FROM ADMINISTRATIVE ASSISTANT: Appointments, Pennington County Board of Mental Illness; EXECUTIVE SESSION: Contractual, Personnel and Legal. Remove ITEMS FROM SHERIFF: Animal Shelter Agreement; ITEMS FROM CENTRAL STATES FAIR: Fairgrounds Land Use Agreement. Vote: Unanimous. REVIEW MINUTES MOVED by Holbrook and seconded by Trautman to approve the minutes of the December 11 2007, Board of Commissioners' meeting. Vote: Unanimous. CITY/COUNTY LIBRARY AGREEMENT MOVED by Young and seconded by Trautman to approve the Contract for Library Services and authorize the Chairperson’s signature thereon. Vote: Unanimous. LETTER OF SUPPORT – COMMUNITY HEALTH CENTER OF THE BH, INC MOVED by Holbrook and seconded by Schmidt to authorize the Chairperson’s signature on the letter of support for the Community Health Center of the Black Hills to gain funding forth establishment of a school-based health center at General Beadle Elementary School. Vote: Unanimous. LIEN RELEASE REQUEST (RFR) MOVED by Holbrook and seconded by Trautman to request the collection agency not to pursue the lien release request for RFJ & FJ in the amount of $28.37; RR in the amount of $220 and RFJ in the amount of $370.00, but the liens will be maintained on the record with the county, (Names withheld per SDCL 28-13-42). Vote: Unanimous. ITEMS FROM AUDITOR A. FINANCIAL ADVISOR CONTRACT: MOVED by Holbrook and seconded by Trautman to authorize the chair’s signature to the contract for financial advisor. Commissioner Trautman left the meeting at 9:35 a.m. Vote: Unanimous. B. YEAR END OPERATING TRANSFER: MOVED by Young and seconded by Schmidt to approve the 2007 General Fund budgeted operating transfer to the Road & Bridge fund for the second half of the year in the amount of $1,194,641.00. Vote: Unanimous. C. INFRASTRUCTURE REPORTING POLICY: MOVED by Schmidt and seconded by Young to approve the Infrastructure Reporting Policy for determining the value of Road and Bridge infrastructure in accordance with GASB 34. Vote: Unanimous. ITEMS FROM SHERIFF A. STAFFING: MOVED by Young and seconded by Holbrook to increase the FTE allocation at the City/County Drug and Alcohol Programs by one to hire a custodial/maintenance tech at Grade 9. Vote: Unanimous. B. SURPLUS PROPERTY: MOVED by Schmidt and seconded by Holbrook to declare thirty (30) Glock Model 22 / .40 caliber handguns surplus to be used as trades for replacements. ADOPT-A-HIGHWAY PROGRAM – NORRIS PEAK ROAD: MOVED by Holbrook and seconded by Young to authorize the Norris Peak Subdivision to take responsibility for cleaning approximately 1.4 miles of Norris Peak Road, and further moved that the Highway Department will place appropriate signs at each end of the area recognizing the organization’s efforts. To rezone 40 acres from General Agriculture District to Limited Agriculture District in accordance with Section 508 of the Pennington County Zoning Ordinance. The SW1/4SW1/4, Section 33, T1S, R7E, BHM, Pennington County, South Dakota. MOVED by Schmidt to deny Rezone 07-19 without prejudice pursuant to Planning Commission recommendation. A RESOLUTION APPROVING ROAD NAME ASSIGNMENT: HIDDEN MINE LANE WHEREAS, the Board of County Commissioners of Pennington County, South Dakota, seeks to assign the name of a private access easement to Hidden Mine Lane. Said private access easement provides access to properties located in Sections 13 & 24, T1S, R4E, BHM, Pennington County, South Dakota.
