A Service Provider is any person who performs work in relation to on-site wastewater treatment systems. This includes Installers, Operation and Maintenance Providers, and Liquid Waste Pumpers.
All Service Providers operating in Pennington County must:
Proof of these documents must be registered with the Planning and Zoning Department prior to any work on on-site wastewater treatment systems.
In addition to the requirements for ALL Service Providers above, certification for any persons constructing, installing, repairing or altering on-site wastewater treatment systems in Pennington County requires that the applicant:

Certification shall expire two (2) years from the application date. To renew
certification, an Installer must submit an application for renewal and meet one of the following:
In addition to the requirements for ALL Service Providers above, any Liquid Waste Pumper that fills out an Observation Form for the purposes of the issuance of an Operating Permit, must, at a minimum, obtain the South Dakota DENR certification of the installation of on-site wastewater treatment systems.

O&M Service Providers include those professionals that perform operation and maintenance, typically on alternative, experimental or unconventional, on-site wastewater treatment systems.
In addition to the requirements for ALL Service Providers above, O&M Service Providers must meet one of the two criteria:
Certification requirements are not required for persons employed by or perform labor and services for a certified Installer, Liquid Waste Pumper or O&M Service Provider.
All Service Providers operating in Pennington County for the purpose of constructing, installing, repairing, altering, servicing, maintaining or pumping on-site wastewater treatment systems must comply with the requirements for Service Providers as described in Section 316 of the On-site Wastewater Treatment Systems Ordinance by February 11, 2011.
